Neither option is automatically the 'responsible' one — it depends on age, extent, and what an inspection actually finds.
Most asphalt shingle roofs are built to last somewhere in the range of 15–30 years depending on material and installation. A roof near the end of that range is a different conversation than one that's five years old with an isolated problem.
A single damaged section on an otherwise sound, reasonably young roof is usually a repair conversation. Damage spread across most of the roof's surface — from age, a major storm, or long-term wear — tends to point toward replacement.
One repair in several years is normal wear. Multiple repairs in a short window on the same roof is often a sign the underlying material or installation has reached its limit.
Surface shingles can look worse — or better — than the decking underneath. A thorough inspection checks both, since deck condition materially changes the repair-versus-replace math.
A near-term sale, a long-term hold, or an upcoming addition can all reasonably factor into the decision, alongside the roof's physical condition.
